Yes on the app there are two ways to upgrade.
One flow is straight cash and I know that is an immediate upgrade.
The other flow lets you pick either cash or miles/miles+cash.
I know the miles route is always waitlist, I guess cash is always immediate.
miles/miles+cash can also be immediate if there's upgrade space available. cash is always immediate even if upgrade space is not available.
