"Trusted Traveler" is the US branding for this type of program. Why should Canada use the same phrase? If anything, that might cause confusion in that some people who are "Trusted Travelers" to the US might not be up here.

You know, swabbing casts might have been "exactly as expected" for TSA. but that was 20 years ago.
CATSA has started to move to rationality, but with only 2 cross border airports having pre-US clearance capable of recognizing Nexus carriers as VT, they are so glacially slow. Which, now that you mention it, is also "exactly as expected".
They're long overdue for rolling out this program, for sure. But I choose to look at this differently - a month ago, NEXUS provided very little value at security. The piecemeal way they've rolled this out is odd, but this first phase already covers most of the busiest checkpoints in the country, and the experience has been quite good so far. I'm also willing to give them a bit of the benefit of the doubt on the TB checkpoints, because that undoubtedly requires negotiation with the US, whose ridiculous requirements are why we have separate screening for all TB travellers and still have to take our shoes off at those stupid checkpoints. For all we know, the Americans may have demanded that we pilot this program in a few locations before spreading it across the country. Hopefully they'll expand the number of checkpoints soon, but this has actually been a pretty good start so far.
