I wouldn't say that's primarily the case. It does happen that way, of course, but UA is also quite fond of opening inventory down to, say, H or W, and then opening a single seat one or two inventory levels below that. So you'll see it go from W9 S0 to W9 S1 or even W9 S1 T1. If that seat sells, it'll go back to W9 S0; if not, they'll generally follow by increasing the discount inventory, sometimes to S2, or sometimes directly to S9.
