reward tickets are only eligible for upgrades after check-in opens.
last-minute upgrades are payable in miles, in cash or a combination of the two. all upgrades are subject to availability.

I can't find any restriction in the T&C that says that reward tickets can't be upgraded with miles. The restriction is that you can't upgrade reward tickets in advance until the checkin window has been reached.
