I'm an American enrolled in Nexus. CBP TTP website would not allow me to schedule a APEC interview at Global Entry enrollment sites, so I had to pick a Canadian airport to schedule the interview. The interview confirmation says about the same "two-part" process (which as not what I had when I signed up for Nexus a few years ago, when I did a joint interview after arrival at Canada). I'm not sure if CBSA is actually involved in the process, or is it just a technical limitation of the CBP TTP website that any interview for Nexus users can only be scheduled at a Nexus site.
