Yes, they reimburse the total paid including tax.

Some retailers have a final sale policy when they are deeply discounted so it's not about forgetting the policy, just that there is none at the time you made your purchase.

I've purchased sale items over the years from the same retailer with a final sale /no return policy and many times the items are fine, but sometimes they're not. So even if I filed return protection a couple of times (about 2-3) for that same retailer, I doubt it matters and would be considered abuse given the amount of times I've purchased from them and not filed any claims.
