Bulkhead seat usually refers to a seat behind the partition of another section/class of the aircraft.
If there is no other exit door there, I doubt that there is any security reason (I could be wrong).
From the aerolopa map, it just seems that there is more space because you cannot get your feet under the one in front. Here it is the galley.
If you are allowed to take your cat in a special bag, I do not see why you would not be allowed in row 10.
I should have been more accurate : not allowed during take off & landing in case of emergency evacuation, as you cannot put the animal bag under the seat in front of you.
