We can quibble over standards, but I think it's pretty clear that the primary reason PR is without an alliance is that nobody particularly wants or needs them. I've always assumed that they'll eventually end up in SkyTeam because that's where the world's also-ran airlines go.
Unclear if skyteam still expands (or matters). Aside from ITA and Virgin Atlantic which joined recently for obvious reasons, the last new member was Garuda in 2014.
