Indeed - I have never had an issue ordering starter + soup or starter + salad on BA F and frequently see people doing it. On some other airlines, soup and salad are listed as entirely separate courses in F, but even though it is not so on BA, it is clearly understood that ordering a starter doesn't preclude you from ordering one of the other two.
