You can clear domestic security with any itinerary (or at least, last time I checked), so you can use the MLL before any originating flight (which is absolutely not the case, especially for TB, at most airports).
Re accessing with TB BP: we had this debate a while back. I know you and others had done that a number of times during COVID, but I heard people rejected by CATSA multiple times in the past couple of years when trying to do it, so I think the policy may have changed.

And they also contract with the international Aspire lounge (unless that's changed?), so whatever applies to the TB column should also apply to INT?
I thought I had to use my Amex Plat the last time I went to the Aspire D gates lounge before an AC flight, but I'm not 100% sure. There is no more international area, just like US airports. So I could easily see AC having ended the contract. But it's also possible that they've kept it so that people won't have to make the long trek from the MLL to the D gates. I'll try to find out next time I'm there.
