Yes, part cash part avios is considered as revenue ticket... and you earn Avios as well. I did it several times.
I noticed that booking part cash / part avios was often the best choice for long-haul.
If you book with Avios only, you have to pay a significant tax part (often one third of the full cash price) and you earn nothing.
