It’s worth noting that the Mayoral Direction doesn’t come into effect for 6 months and won’t be implemented if TFL and the Rail Operators can agree a better revenue sharing model for TFL .

The Government put some pretty onerous conditions on TFL for its Covid support (conditions it didn’t impose on other transport operators and authorities) and it’s no surprise that the Mayor is reluctant to increase costs for Londoners if he doesn’t have to.

The £40 m in expected additional fare revenue is still less than 10% of the half a billion the government expects TFL to find in either savings or revenue.
