Doable but you'd have to:
1) walk fast
2) have global entry
3) no checked luggage
4) if you don't have CLEAR, hope there is not a long line at security, or you can talk your way to the front of the line
5) no stopping anyway (your 45 minutes is really 30 minutes because your onward flight door closure at 15 minutes prior)
Above does not account for inbound flight arriving early/late, and/or your onward flight leaving early/late.
I have done I-D and I-I connections (even non-connections aka separate tickets) in the US in under 30 minutes but it's not suitable for most people.
