It’s not a matter of getting someone knowledgeable. That policy was updated to bring it in line with the other GS exceptions. As I mentioned in my previous reply to that quoted post, and updated the wiki. It effectively makes the exception useless as long as you have a glut of PlusPoints since if PZ is available you can just buy a cheap Y ticket and confirm using PlusPoints with out needing an exception at all.
