No, 2 bad agents unfortunately, HUCA.

There are no fare restrictions when using SWU's on BA, however many agents are seemingly getting this confused with the legacy mileage upgrades, which do require a full fare basis.

The first time I tried to apply a SWU to a BA flight last year the agent said the same thing, "I think you need to be on a full fare to upgrade on BA", I pushed back and luckily she sent it through to the rate desk and of course it was processed with no problem.
