An Upton Sinclair quote comes to mind here. I've been to Japan 4 times since the COVID reopening, and I see some strains on the system, including availability of taxis, restaurant operating hours, etc. I do think the Japanese are doing their darnedest best to respond to the situation, so it's not as apparent as in, say, the US, where things are noticeably falling apart (in more ways than one). But I have noticed a bit of a gritted teeth gaman about the whole thing, and I get a sense the natives had gotten comfortable without the tourists, and now they're back to make a mess out of things.
Nothing to do with salaries. I do admittedly have a vested interest in there being sufficient taxis though. It is just a matter of how one goes about the task of grabbing a taxi.
