Im OW Sapphire through Alaska and booked to fly India to US on a paid QR J ticket which gives me 2 bags at 70 lbs checked baggage allowance per the ticket.

I called QR customer service and they indicated that the OW Sapphire extra bag benefit is extended ONLY if my ticket gives me 1 bag (basically business lite fare) is this true?
