I'm not suggesting the compensation should be paid for what currently constitutes extraordinary circumstances but when the delay is attributable to the Airline for whatever reason.
At say £100 for a 60 minute delay it might focus their minds on punctuality a little more.
So let's go back to what you said:
I still maintain the belief that once it goes over an hour BA and other airlines should "be in the chair" for some sort of recompense as happens with Rail journeys.
It should be noted this is payable whoever / whatever is responsible for the delay..
