Thanks for the responses, I'll still ask the agent but am not expecting to be successful. Not being able to through check isn't a big deal since my layover @ HKG is long enough to comfortably go landside to recheck my bag.

Since these are separate tickets, neither the higher nor the lower allowance applies. Each allowance applies to its own ticket.
I suspect AC agents might have had trouble executing a through-check on this itinerary even in the old days when they were more willing to do it. Today, I'd say your chances are very low, and that you'll likely need to either pick it up at HKG, or try to have United intercede and re-tag it for you once it comes under their control.
Could I attempt to get the UA agents at YEG to tag my bag for me so that the United policy could apply or am I being delusional?
