And so, after 50 posts, we understand we have a system designed to assist HAL in revenue generation from domestic passengers given access to the full gamut of shopping, and/or to assist, again, HAL run the busiest airport it can, with transit passengers who do not need U.K. arrival eligibility; but which then requires a photograph biometric system which is, by recent accounts, quite fallible.

Dealing with this fallibility quickly is clearly in the interests of BA, whose flight punctuality is in jeopardy. HAL which operates the biometrics has a case to answer too, and has a customer, BA, to service efficiently. Unfortunately, the other player, Border Force, has no customer, and no commercial imperative, and does or doesn't, as it pleases.
