As noted above, EU261 has nothing to do with mishandled bags. The airline's liability is capped at 1288 XDR (~$1740 USD) per person under the Montreal Convention.

An important point to remember: if all the bags were checked under one person's name, they'd only be on the hook for reimbursing that person, even if there are others under the same reservation.
