I know Grand Hyatt SF and Hyatt Regency Monterey both will often not upgrade to suite but are happy to sell you the standard suites with cash. Grand Hyatt SF also just does a 1 category room upgrade typically even if better standard rooms available.

Technically this property does upgrade without charge just to same room type with club access upgrade 😂. I tried to ask them for written document for upgrade costs and argent said they don’t provide that.
