Price of buying miles is not their actual worth. You have to see how much they are valued, when you buy something with them. It is like Theme park money. Mostly miles are valued below 1 USD cent. So it is rather around €5 or even less. But on the other hand, if you have only 1000 miles, those are practically worthless
If you can't get US$0.013 of value per mile (I don't know where you're getting the idea that the cost of buying the miles has anything to do with that), you're playing the game wrong. That 1.3 cent per mile valuation is based on redemptions (personally, I've never redeemed for less than 2 cents/mile).
