EU 261 doesn't deal with baggage. Only operational delays or cancellations for flights.

Your bags were delayed, not lost as previously mentioned. You have a right to be reimbursed for necessary essentials if you have the tickets/receipts for them, or some sort of proof for the amount and items purchased.
