An incorrect DOB for a lap-child in a ticketed booking can be managed post-ticketing without it involving a ticket reissue or any problems as long as the child is to be under 2 years of age on day of travel.
Sometimes it can be a money saver to get the lap child ticket booked and issued well before the child is born when the accompanying adults know when they are going to be going on a round trip ticket but aren’t planning on or counting on a delivery by C-section on a fixed date. And to get that lap child ticket, the airlines ask us for a DOB for the lap child before ticketing.

When the adult award ticketing carrier agents said no to being able to issue the lap child tickets; or to knowing how to do it for lap children on the partner/operating carriers; or to knowing how it would price; or to being able to get it done fast enough.
The “questionably high price” thing for lap child tickets (for travel with accompanying adults on award tickets) is not just a product of timing but also of ticketing/pricing agent competency and even POS perhaps.
