Its not pilots they need, its aircraft. When they dumped half their fleet (Q400) they did a lot of cuts. They have taken a lot of E175 deliveries recently but even so they are only at 42 aircraft and they were about 60 with the Qs.
They did have pilots when they had the Q400s, but they were disappearing at a rapid pace to the majors, if I recall correctly. The E175 deliveries haven’t (and won’t for years) made up for the Q400 cuts.
