I have experienced taxi situation, also. My understanding is that this is not just Tokyo and this is part of workers shortage Japan is experiencing. Many taxi drivers are elderly retired people in Japan, and after the pandemic many of them decided to remain retired and did not return to work. Then now flood of visitors returning to Japan. The case of low supply and high demand. The news I saw said at major tourists' locations in Kyoto and Kyoto station can experience taxi wait of 30 min. or more.

There is shortage of bus drivers also, and this is the reason Limousine Bus has not fully returned to the pre-pandemic schedule. I understand that FT people here are not regular city bus riders, but even bus service in major cities are experiencing reduction in service frequency because of this. Local residents in city of Kyoto who uses buses service for commuting are saying that the city bus situation in Kyoto is worse than pre-pandemic. In city of Kyoto many tourists use city bus and local residents are saying that buses are frequently near full capacity, and some time has to wait for next bus due to no room in the bus which affect their daily commuting situation.
