Just to make sure, the luggage allowance you are talking about is for your Scoot fare right? As you are on two separate tickets (SQ & TR) and with Scoot as a budget carrier your luggage can be an extra item (add on) for certain fares. ScootBiz or similar ones usually include luggage though.
