I've never seen a paid shoeshine service at any hotel. If they offer it, it's complimentary (of course a tip to the hard-working staff should be expected). I'd immediately cross any property that charges for this service off my list of places to stay, because if they're going to nickel-and-dime something like that, they're going to cut corners everywhere else as well.
