ANA codeshare on Star Flyer from KIX checks in at the ANA counters, to have your bag checked through to an international connection, you need to go to the counter for international connections, to the left of the premium counter.
NH codeshare grants lounge access as a regular NH flight, so I'd expect the lounge for connections to J to kick in, but it is not spelled out in the rules.
