Is full-fare (Y) government ticket eligible for Pluspoints upgrade? This is HND-SIN ANA flight, not ANA's Air Japan. A 1K agent and her supervisor said that government fare was not eligible this morning. This is explicitly stated in LH's terms and conditions, but not on ANA's counterpart,

What is your take?
Thanks.
coded as an NH flight? I don't see an issue. As UA codeshare ... I think that will run into issues because UA govt tickets to the best of my knowledge cannot be changed to native flight numbers
