It have always been flex against flex where flex is defined as free cancelation more than one day after booking, i.e, free cancelation up to 3 days after booking is defined as a flex rate. This is the same for both OTA and marriott rate so doing a BRG flex against flex you need to book the cheapest flex rate according to the above definition (some agents are not as draconian than others). However, comparison will be against the cheapest flex according to the above definition. When did you submit the BRG claim, 19 July was yesterday. Could of course be nonsensical agent as well.
