Here is the relavant term and condition for ANA-operated fight for Pluspoints upgrade:

"PlusPoints upgrades may not be requested when you travel on industry discount, agency discount, deeply discounted promotional tickets, award tickets using miles, or tickets purchased on websites where you don’t know the exact flight itinerary or airline until after you’ve paid for the ticket."

Is full-fare (Y) government ticket eligible for Pluspoints upgrade? This is HND-SIN ANA flight, not ANA's Air Japan. A 1K agent and her supervisor said that government fare was not eligible this morning.
