If you are a Canadian then ABTC requires CBSA approval; nothing weird about that. You can't delegate an approval decision to the government agency of a foreign country. If you are US citizen, then CBSA is not involved in ABTC and this could just be a technical system limitation.
Do you know if there a way to check if CBSA has my citizenship information updated? All I have access to is the CBP TTP website. I happened to have a trip to Canada planned in a month or so. I guess I'll just book the APEC interview there and ask CBSA if they have it updated. I do have an updated Nexus card with my American citizenship on it.
