I don't think you can change citizenship for NEXUS without both CBP/CBSA at a NEXUS enrollment centre. If this was not done thru official channels (at a NEXUS enrollment center), I would suggest you check CBSA does indeed have updated citizenship document on file else you are could be entering Canada without an accurate travel document on file and risking NEXUS revocation.
If you are a Canadian then ABTC requires CBSA approval; nothing weird about that. You can't delegate an approval decision to the government agency of a foreign country. If you are US citizen, then CBSA is not involved in ABTC and this could just be a technical system limitation.
