I don't live in PA, but I got an EZ-Pass from there as it was the cheapest EZ-Pass option of all of the states that issue them, at least for me. For the PA one, it is an annual $3 fee to have it, no monthly charges. It was worth it for me. Plus, if I happen to drive on any PA toll roads, I get a discount.
Moot point now but for anyone else looking:
- Massachusetts has no deposit or monthly/one time fees on their EZPass
- NY (except for Port Authority issued tags starting with 005) also has no deposits/fees. This is useful because NY charges more for out of state tags (especially at the MTA/Hudson River crossings), but you can pick one up at rest stops/AAA/DMV/etc.
- Illinois has a refundable $10 deposit but no fees.
Throw one of those on the windshield with a cheap amazon holder when you rent and voila
