Some delays are hard to predict and in those situations rolling delays make sense. The issue is people will begin to stray away from the gate and when the flight is ready to board they're in a bar get loaded clueless to the fact that their flight is boarding. Now there are other times AA knows it's going to be quite awhile before boarding commences but yet keeps with the endless 15 minute delays.
