You wouldn't need a fresh crew to get the pax to SEA from PDX. If the airport was accepting heavy arrivals and the factors described by doobierw were mitigated, you could run everyone through customs/immigration at PDX in about 30 minutes, then give 'em a choice of standing by for the Horizon shuttles to SEA (70 seats leaving every 30 minutes) or jumping on charter buses for the three-hour ride north. Either way you'd have everyone at their destination by 400pm, not 700am the NEXT DAY.

Is it the captain's decision to choose a diversion destination or does he/she take orders from Dispatch have input?
