Well my experience is different, it can take a while till an AirTag has updated its location, especially if there are not many or no iPhones around. I had that experience at JFK and DCA where the location jumped from somewhere on the tarmac to on/near the luggage hall without any movement between them. So while I still was convinced my luggage was somewhere on the tarmac it was actually near me.
I think you misunderstood my post.
It can take a while for an AirTag to be seen and update its location which means it can miss parts of its travel path. My point is that once the AirTag says it’s been seen it is likely to be or have been at that location. If it’s been seen very recently then it’s highly likely to be close to that location.
