One challenge is getting slots in Haneda. They'd end up with two flights departing more or less the same time, or before public transport is available in the morning.

The press release in Japanese says:

カタール航空コードシェアを実施します。既に実施しているカタール航空運航の東京=ドーハ線のJALコード シェアも引き続き実施します。

This implies that existing codeshare flights with Qatar Airways will continue. There is one possibility about the slots at HND. Back in 2019, JAL received a slot for Moscow from Haneda (ANA also received a slot for Moscow). Due to the situation with Ukraine, JAL discontinued HND-SVO. JAL can request the change of the slot, using Moscow slot for HND-DOH. I could not find the confirmation that this is what JAL did, but due to the current situation with Ukraine it should not be that difficult to get a change of slot, according to some "insiders" posting their opinions on the Internet.

If this is the case, then the question will be what ANA is going to do with the unused Moscow slot they have.
