​​​​​SQ does not, they do not have an arrival lounge (use) concept for Biz pax (First is a different story, there it is possible).

As other posters mentioned, if you have Priority Pass access (e.g. from a credit card or so) then there are quite a few options in SIN (nothing spectacular, but decent enough).
