Since these are separate tickets, neither the higher nor the lower allowance applies. Each allowance applies to its own ticket.
I suspect AC agents might have had trouble executing a through-check on this itinerary even in the old days when they were more willing to do it. Today, I'd say your chances are very low, and that you'll likely need to either pick it up at HKG, or try to have United intercede and re-tag it for you once it comes under their control.
