I'm not sure theres anything "clearly" about that conclusion. First of all, just because FAs ask passengers to do something hardly suggests those passengers will do it. I've been on many flights with that instruction on Delta....and many passengers are too concerned with pushing themselves and their 23 bags ahead of everyone else to get off the plane.
second, there is nothing here to suggest that was an, much less the, issue here.

Not saying everything was done properly here (I have no idea), but there is absolutely no reason to conclude that this is because Delta lacks the "training" about windowshades that UA/AA have.
