As we had dropped off a rental car before leaving for PUJ- there were signs in the rental car center about shuttle to international, which looked great. Alas, as you enter the facility a paper sign says you must ride train to domestic and take shuttle from there to international (and that new permanent signage was on order). Apparently the direct shuttle stopped late last year/early this year. Curious I asked the lady directing the international to domestic shuttle last night while waiting in line and she said the direct shuttle wasn't being operated very consistently and there were sometimes long wait times -so the powers that be decided to discontinue and now only public option for international to car rental and vice versa is is sky train and domestic to international shuttle bus.
