It's been a while since I've called from a phone not associated with my Skymiles account but I believe if the system doesn't recognize the number you're calling from, you'll be prompted to provide your number. And if you call a Medallion desk line number but aren't technically entitled to use that desk, then I believe you get redirected to the normal queue that would end up in if you dialed the main number.
