This all seems pretty clear to me that the GTAA is responsible for baggage handling policy at Pearson, which airlines and grounds companies are expected to adhere to.

Pearson airside operational standards says that all bags must be delivered to the carousel within 30 minutes for narrow-body, 40 minutes for wide-body under 250 pax, and 50 minutes for wide-body over 250.
The part about YYZ ground handler crews being fined $100,000 by the GTAA in recent weeks is pretty interesting.... never heard such a thing happening before. Hopefully they're extending the punitive fines to baggage handling as well. For the top brass at Air Canada who are trying to return to profitability, a multi-million dollar ding on their bottom line might actually wake them up a bit.
This is actually because GTAA is getting blamed for non availability of stands, carousels, and congestion etc at YYZ. If all airlines stuck to their slots this would not happen. Looks like GTAA found out that airlines are not keeping up their end of the bargain and decided to put them on the spot. Good on them. It is my understanding it is the airlines/handling agents responsibility to get the jetty on and everything that follows. GTAA only allocates the stands and the baggage belts.
