An Op-up for 4 people is never going to happen. Overselling PE by 4 is unlikely in the first place. But in addition, airlines upgrade people travelling alone or in pairs, if only because larger groups often complain about being split up when upgraded.
Bid for upgrade if the price works for you. If UC is indeed empty VS will probably be happy to take your money...
