Only AA will do a rolling delay every 20 minutes at an outstation when the inbound aircraft is 2.5 hours away. The FAA, slots etc. Have nothing to do with it.
Not sure what exactly are you expressing displeasure at. AA continue to delay vs just cancel outright?

This was for a 11AM flight.
Looking at flight stats I see updates to estimated gate/runway departure takeoff/runway/gate arrival times/equipment changes in between this period.
The evening before they did roll delay a flight out repeatedly from 9PM to after midnight despite equipment on the ground and even returns to gate but that is due to ATC and AA needed the aircraft to operate the 6AM at outstation back.
There’s a lot of choreography going on behind the scene that lead to updates to departure time from FAA EDCT to ensuring crew/equipment/gate/catering availability.
