We stayed just after reopening and found the location and all for our purposes far better (and quieter) than Times Square and that property (ICTS) looked a tad run down back then (at least judging by our friends room who stayed there), but admittedly that was in 2016. This being NYC, nothing is ever super quiet for sure and I agree that at IC Barclay they missed the opportunity to install better sound proofing between rooms and the windows. Anyways, jump to current situation and IC TS seems to be less penny pinching over IC Barclay from recent reports and turned the corner on service even + no legionnaires disease in the water.
I recommend you review the photos posted by nicolas75 in his post #845. I can't speak to what the ICTS was like in 2016, but you can see by those recent pictures that it is anything but "a tad run down" in 2023. And we found that our room on the 35th floor was about as quiet as you can hope for in a city like New York. I'm a light sleeper, and I slept soundly.
