Surely simply providing correct information would help.
I’m not defending AA as these rolling delays drive me crazy too. However, these are different numbers. When the FAA says depart, they mean take off, not gate departure. When AA says depart, they mean gate departure. In theory, your flight could depart from the gate in AA’s eyes in 20 min (had it boarded) and then wait in a penalty box for takeoff until the FAA allows departures again.
